`Rural areas have more say in governance'

BANGALORE, DEC. 27. If the urban-rural divide exists, it favours the latter when it comes to having a say in infrastructure.

This was the opinion of many participants at a discussion on "Infrastructure and the city" organised last weekend by CNBC TV 18 and Infosys Technologies Ltd.

Ramesh Ramanathan, founder of Janaagraha, said: "People in villages have the opportunity to participate in governance through gram sabhas even if they lack the capacity to fully use the potential offered.

The urban people have the capacity but few opportunities... ward sabhas are yet to become a reality in Bangalore."

Public Affairs Centre Director Samuel Paul said new industries and other development place a new kind of burden on city infrastructure.

The PAC produces periodical "report cards" of the civic administration and utilities.

The new economy provides its workforce with comforts such as cars but the roads are inadequate.

There is political reluctance to more forward with approved projects.

Infosys Director (Finance and Administration) T.V. Mohandas Pai said it is time Bangalore has a Mayor with a five-year tenure to strengthen the civic governance system.

"Delhi can be an example. The moment it became a State, its legislators got cracking with governance," he said.

Nandi Infrastructure Corridor Enterprise Managing Director Ashok Kheny was of the view that with corruption and incompetence in-built in the system, the Government should concentrate on social welfare matters and let industries take up infrastructure development. Chairman of Hindustan Aeronautics Ltd Ashok Baweja said it is necessary to benchmark infrastructure goals and the private sector should not act in a fragmented manner but come together for a concerted effort.
