Norms for BOT projects to be relaxed

JAIPUR, DEC. 29. The Rajasthan Government has decided to relax the norms for build, operate and transfer (BOT) model to facilitate the expansion of civic amenities in the urban areas. The new arrangement will ensure greater participation of people in urban development.

The Minister of State for Urban Development, Pratap Singh Singhvi, said here today that the most significant aspects of the new norms were the increase in the duration for maintenance from seven years to 10 years and a reduction in the payment of security deposit from Rs. 10,000 per facility to Rs. 5,000.

The local municipal bodies will allot land for the BOT projects, while the private sector investors will carry out construction in accordance with the norms. Mr. Singhvi said the firms taking up the projects would be allowed to exhibit their publicity material outside the buildings.

Mr. Singhvi said though the urban areas in the State needed an expansion of civic amenities in view of population growth, the municipal bodies did not have adequate resources to fulfil all the needs. He affirmed that the relaxation in norms would help in the development of cities, besides promoting people's participation.

As part of the BOT model, the works relating to development of parks, cremation and burial grounds, maintenance of roundabouts on major roads, parking facility, and construction of public toilets, bus shelters, community buildings, direction indicators, and tree guards and benches in parks will be taken up.

A meeting of the State Government's Urban Development Department was held here early this week to discuss various aspects of the development works and finalise the new norms.
