NEW DELHI, DEC. 29. The Annual Plan 2005-2006 for Manipur was finalised here today at a meeting between the Deputy Chairman of Planning Commission, Montek Singh Ahluwalia, and the State Chief Minister, Okram Ibobi Singh. The Plan size was agreed at Rs.915 crores. uring the discussions, the Commission drew the attention of the State to the declining investment in agriculture and allied sectors and the thin spread of outlays. It was pointed out that the State should encourage agriculture through policy intervention and investment in the sector. Panchayat development funds should be activated to fund development activities. Besides, power sector reforms need to be expedited. The State Government was asked to prepare a Master Plan for the road sector to avoid multiplicity of funding and bringing more habitations and connecting these under Prime Minister's rural roads programme. More schools should be covered under mid-day meal scheme and effort should be made to improve technical and vocational education, the Commission said. Reorganisation of health services was recommended and it was pointed out that drug abuse and AIDS were becoming a major social problem.
