Speaking as an observer at the symposium on "Amendments to the Constitution of India" at the Madras State Lawyers' Conference in Madras on December 31, Mr. V.K. Tiruvenkatachari, Advocate-General, pointed out that general amendments were necessary and they should reserve judgment on the question whether they were really necessary not by looking at the amendments but by the use to which they were put, namely, in the context of the legislation that would follow as a result of the amendments. He said that if the legislation by itself served social purpose, they should not object to the amendments at this stage. So far as the amendment to the Constitution regarding property rights was concerned, he differed very strongly from the observations of Mr. Patanjali Sastri, who had suggested that whenever there was to be an amendment there should be a referendum. It was not a useful suggestion. There was the general point of view that having enacted the Constitution they must not change it so soon; that the Constitution must be given a chance of being worked, according to some people, for ten years, according to some for 20 years and according to some others, for 30 years. It would not be unfair to sum up their intention to mean "no change in my time." Nobody liked to have any change in his time and, therefore, felt "we must work it efficiently for some time, at least for ten years." But, by that time the person saying it would be ten years older and would be less inclined to change, Mr. Tiruvenkatachari pointed out.
