Pandit Premnath Dogra, presiding over the third annual session of the Bharatiya Jan Sangh in Jodhpur on December 31, said India's foreign policy should be judged not by her role in Korea or Indo-China but by her ability to solve the Kashmir, Goa and Indo-Pakistan disputes and to safeguard the interests of overseas Indians. Pandit Dogra said too much stress on internationalism had become an "obsession" with some of the leaders and if they pursued such a policy, he was doubtful whether India could become an effective factor in bringing about peace in the world. Reiterating his party's stand in regard to the Kashmir problem, the Jan Sangh President said: "It is our considered view that all talk of plebiscite in Kashmir is irrelevant and unconstitutional. Jammu and Kashmir should, at the earliest, be brought in line with other Part B States of the country in all respects, and steps taken for redemption of territories aggressively occupied by Pakistan."
