MADURAI, JAN. 2. A new programme `Good governance through local governments' will be broadcast by the All India Radio from 7.30 p.m. tomorrow with an aim to provide `an information package' to empower elected representatives and the general public in the context of Panchayat Raj Acts. The weekly half-an-hour programme, evolved G. Palanithurai, chairperson, The Hunger Project, Gandhigram Rural Institute, will be broadcast every Monday. The Hunger Project has signed a Memorandum of Understanding with the AIR to broadcast this programme for one year starting tomorrow. The Madurai AIR will be the feeder station and the programme will be simultaneously relayed from the Chennai, Tiruchi, Coimbatore and Tirunelveli stations and made available at stations throughout Tamil Nadu. Talking to reporters here today, Prof. Palanithurai said the programme, being promoted by the Rajiv Gandhi Chair for Panchayati Raj Studies and The Hunger Project, would cover a range of topics such as legal provisions of the Panchayat Act, local bodies in the world and in the country, position of local bodies in the State, experience sharing by panchayat leaders on struggles and success, and a question and answer session among other things. The focus of the programme would be on empowering the people in the spirit of the 73rd amendment of the Constitution and encourage a participatory approach among them with regard to governance and local development. He said the villagers would be told that the basic requirements of rural areas would be fulfilled if they took part in Gram Sabha meetings without fail. The programme would be packed with jingles, speeches and interactive sessions. "The phone-in programme has not been evolved for now but the queries put forth by the listeners during the week would be answered the following week," he replied to a specific question. To drive home the message, The Hunger Project had already circulated Government Orders, guidelines, duties and responsibilities of elected representatives, District Planning Committees, etc. to the local bodies in 11 districts in Tamil Nadu. Interviews and talks by Government officials and panchayat leaders will also be aired to make the programme lively.
