HUKKERI (BELGAUM DISTRICT), JAN. 4. The Government will create 36 new taluks in the State after a year, the Revenue Minister, M.P. Prakash, said here on Tuesday. Inaugurating the Mini Vidhana Soudha here, he said the Government does not lack the political will to create new taluks, in response to the demand of the people and for decentralisation of administration. However, the Election Commission has advised the Government against altering the boundaries of districts or taluks before the process of delimitation of constituencies is completed. "Therefore, I request you to wait for one more year till the Election Commission completes the delimitation process,'' he added.
Licences
The Minister announced that the Government will issue licences to at least 2,000 people who have knowledge of computer operations to open Record of Rights (ROR) centres, at least one in each hobli, by the month-end. This is being done to ensure easy availability of RORs at a nominal fee as part of the e-governance programme initiated by the previous government. A sum of Rs. 50,000 is required to open each unit, which can be attached to an STD/fax booth or any other business centres. The owner of each ROR centre can earn about Rs. 5,000 a month, he added. As it is difficult for the educated youth in rural areas to invest Rs. 50,000, the Government has negotiated with the ICICI Bank to disburse loans to those eligible without guarantee or collateral security. The Government has decided to reduce the fee for issuing an ROR from Rs. 15 to Rs. 10, Mr. Prakash said and hoped that by March-end, it will be brought down to Rs. 5. The Minister for Agricultural Marketing and Minister in charge of Belgaum, Prakash B. Hukkeri, and the Minister of State for Textiles, Satish N. Jarkiholi, spoke. Earlier, the Deputy Commissioner, M. Maheshwar Rao, who felicitated the Ministers and legislators present, said the Mini Vidhana Soudha was constructed at a cost of Rs. 79 lakhs.
