NCW seeks better deal for displaced women

NEW DELHI, JAN. 4. Women are the worst victims of development-induced displacement and in the absence of a national policy on Resettlement and Rehabilitation (R&R), whatever policies are made applicable do not accord equal status to the displaced women.

This was highlighted in a report on ``Development-Induced Displacement: Impact on Women'', released by the chairperson of the National Commission for Women (NCW), Poornima Advani, on Monday. The report points out that women hardly has any rights on the land for which they are not entitled to compensation as per the present legislation. In the resettlement colonies, women also lacked sanitation facilities and they are not equally treated for jobs in the R&R packages.

``The major daughter and son would receive equal treatment. Similarly, R&R policy should recognise the households headed by women, widowed women or divorcees living with male-headed households, as separate units for rehabilitation,'' Ms. Advani said.

It has been observed that women have neither been consulted nor their participation ensured in the R&R processes while recommending 30 per cent representation of women in the R&R authorities.

``The burden of displacement may affect women negatively because of the fact that there exists gender disparities in the country. There are intra-household inequalities between male and female in terms of literacy, health, nutrition, access to and control over resources and income,'' the report says.

Quoting several surveys, the report suggests that close to 20 million people have been displaced in the past four decades due to development projects, of which 75 per cent have not been properly rehabilitated. Their incomes and livelihoods have not been restored.

Another study says that 0.5 million people were displaced annually as a direct consequence of administrative land acquisition which does not include displacement by non-Plan projects, change in land-use and acquisition for urban growth.
