NEW DELHI, JAN. 5. Accusing the Delhi Government of giving misleading facts about the escape of 28 inmates from a juvenile home run by the State Social Welfare Department, the Leader of the Opposition in the Delhi Assembly, Jagdish Mukhi, today demanded strict action against those responsible for the lapse. Describing as "eyewash" the statement by the Social Welfare Minister, Yoganand Shastri, that the matter was being probed by a committee headed by Rashmi Singh, the BJP leader said it was unfortunate that the Minister had sought to mislead the people on such an important issue. He informed that a committee had been constituted in September last year to scrutinise the records of various homes run by the Department and it had recently submitted its report. Reading out some highlights of the report, Mr. Mukhi said the committee had found glaring discrepancies in the maintenance of these homes and violation of various rules and regulations. The Social Welfare Minister had tried to hide these serious lapses in the security system by stating that a new committee would probe the matter. Mr. Mukhi informed that the old committee had submitted its report in November last year and indicated serious lapses in the whole system. The report has pointed out that in almost all the institutions some of the security guards and supervisory staff were performing duties in double and triple shifts in violation of the terms and conditions of the contact. The supervisor in-charge had failed to bring these discrepancies to the notice of the authorities which itself was a serious situation. The report is understood to have pointed out that the attendance sheet submitted by the security agency along with their claim did not tally with the attendance register of the institution.
