PATNA, JAN. 5 . The Patna High Court today directed the Chief Electoral Officer of Bihar to ensure that those evading the law are not allowed to file their nomination papers for the coming Assembly elections. Hearing a public interest litigation petition, a Division Bench, comprising Chief Justice Nagendra Rai and Justice S.N. Hussain, ordered that the Superintendents of Police prepare lists of those against whom non-bailable arrest warrants were pending and also against whom orders for attachment of property had been issued by January 7, and submit them to the Returning Officers. The Bench also ruled that the representatives of such absconders should not be allowed to file nominations papers.
