This Day That Age
The three-day conference of the presiding officers of Central and State legislatures concluded at Rajkot on January 5. The conference, which, among other things, discussed the question of statements by resigning Ministers in the legislatures, expressed the unanimous opinion that the present rule of the Lok Sabha that a resigning Minister should hand over a copy of his statement to the Speaker and the Prime Minister be continued since it had proved a healthy practice. With regard to the admissibility for discussion in legislatures of matters relating to the conduct of the High Court and Supreme Court judges so far as their administrative functions were concerned, the conference suggested that legislatures could ascertain factual information and make suggestions in regard to courts and judicial administration in general. Similarly, it was agreed that the present practice whereby legislatures exercised control over statutory corporations by means of questions or discussions on matters of general policy be continued.
