THIRUVANANTHAPURAM. Jan. 6. The Governor, R.L. Bhatia, today formally approved the Ordinance amending various provisions of the Acts of four universities in the State. Accordingly, the Syndicates of the University of Kerala and the University of Calicut bodies whose term expired more than a year ago will cease to exist with immediate effect. According to the Ordinance, an ad-hoc Syndicate would take charge in these universities and be in place for about six months, when elections would be held to the Senate and Syndicate of these two universities. The ad-hoc Syndicate would have seven nominated members in addition to the present ex-officio members. Of these seven members, there would be one MLA, one private college principal, one private college teacher, two government college teachers (of which one would be from the Scheduled Castes/Scheduled Tribes category) and one university teacher. The university union chairman of these universities would also be a member of the ad-hoc Syndicate.
`Registered graduate'
The Ordinance has scrapped the `registered graduate' constituency for elections to the Senate of the University of Kerala, Mahatma Gandhi University, Kannur University and the University of Calicut. This constituency used to supply 20 Senate members to the universities. The Ordinance also specifies that universities would have to get the prior permission of the Government before creating new posts in teaching departments. In Kannur University, the Ordinance stipulates that whenever there is no Senate, the Syndicate will have the powers of the Senate. The Governor also approved another Ordinance that deals with nominations to the Syndicate of the Sree Sankara University of Sanskrit. The Ordinance stipulates that four experts one each from the fields of arts, management, social sciences and education would be nominated to the Syndicate. The Chancellor would nominate one Dean to the Syndicate. This puts an end to the practise of nominating nine Deans to the Syndicate of the university.
