CHENNAI, JAN. 6. The Government has issued orders to facilitate contributions by members of the Tamil Nadu Government Employees/Teachers Associations/Unions. Earlier, the Associations/Unions had come forward and expressed their willingness to donate a day's salary as their contribution to the relief effort, an order (G.O.Ms. No. 2, Dated: January 4) said. Accordingly, any employee wishing to voluntarily donate a day's salary should give his/her willingness in writing to the pay-drawing officer concerned. The pay drawing and disbursing officer will work out the amount to be deducted on the basis of the gross amount of salary for January. An advance salary bill for one day for the month of January 2005 should be prepared and presented by the pay drawing and disbursing officers in the respective pay and accounts offices/treasury/sub-treasury. The pay drawing and disbursing officer will obtain a consolidated cheque in favour of "The Chief Minister's Public Relief Fund." The cheque along with the names, designation and the name of the office of the contributing employees should be sent to the district officer in the department. He will be the nodal officer for that district in that department. The nodal officer will forward the cheques to the Joint Secretary to the Government and the Treasurer, Chief Minister's Public Relief Fund, Finance Department. The head of department will monitor the collection and forwarding of contributions. The order applies to all employees of local bodies, universities, boards and corporations, aided educational institutions and other institutions receiving grants from the Government and also to the employees drawing consolidated pay. The same procedure should be followed for heads of department, the departments of the Secretariat and for self-drawing officers. "In view of the dire emergency, it is desirable that the entire process be completed by the 7th of January 2005," the GO said. Individual receipts will be given from the Chief Minister's Public Relief Fund on the basis of the statements received from the nodal officers. These receipts will form the basis of claiming 100 per cent exemption from Income Tax under Section 80G (2) (iii hf) of the Income Tax Act 1961. Any employee willing to contribute more than a day's salary may also be permitted to do so.
