Court did not restrict entry of kar sevaks: Kalyan Singh

NEW DELHI, JAN. 8. Rejecting the charge that there was no contingency plan to protect the disputed structure in Ayodhya, the former Uttar Pradesh Chief Minister, Kalyan Singh, today said that the number of kar sevaks had swelled up on December 6, 1992, as the Supreme Court order had not put restrictions on their entry to the holy city.

Asserting that the contigency plan was in place, Mr. Singh told the Liberhan Commission that the apex court order allowing symbolic kar seva and the subsequent advertisement of the order led to the rush of kar sevaks in lakhs.

``The Supreme Court had directed, both the Centre and State Government to advertise about the symbolic kar seva. The order had not prohibited the entry of kar sevaks to Ayodhya and Faizabad so we did not ban their entry,'' Mr. Singh told the Commission, probing the demolition of disputed structure.

Asked by the Commission's counsel Anupam Gupta that the apex court order was to advertise about the limitations of kar seva, he said, ``the State Government followed the order in its spirit which had not prohibited the entry of kar sevaks."

"My understanding is that the Supreme Court did not ban the entry of kar sevaks to Ayodhya. It is the fundamental right of everyone to go anywhwere for puja and prayers and looking to the orders we did not restrict the entry of kar sevaks,'' he replied to a question when asked why the entry of kar sevaks was not restricted.
