Zoellick named Deputy Secretary of State

WASHINGTON, JAN. 8. The U.S. President, George W. Bush, on Friday tapped U.S. Trade Representative, Robert Zoellick, to become the next Deputy Secretary of State, rounding out a second-term foreign policy team of proven loyalists with long ties to the Bush family.

If confirmed by the Senate, Mr. Zoellick, who has served four years as the chief White House trade envoy, would become the second-ranking official at the State Department under Condoleezza Rice.

Mr. Bush has nominated her as the next Secretary of State, replacing Colin Powell. Ms. Rice is expected to be confirmed following a Senate Foreign Relations Committee hearing set for January 18.

``Condi Rice and Bob Zoellick will form one of the really strong, capable foreign policy teams our country has ever had,'' Mr. Bush told reporters at the White House on Friday. ``I've known Zoellick for a long time. He is a fine public servant.''

Part of inner circle

Mr. Zoellick and Ms. Rice, both of whom served in the administration of Mr. Bush's father, are part of the eight-person inner circle of foreign policy experts who began advising Mr. Bush in 1999, when, as Governor of Texas, he launched his presidential bid. Another member is Stephen Hadley, who also served under the President's father and is replacing Ms. Rice as the White House National Security Adviser after serving for four years as her deputy.

In additional changes, Marc Grossman, Undersecretary for Political Affairs, resigned, said State Department spokesman, Adam Ereli. The Associated Press reported that he would be replaced by career diplomat, Nicholas Burns, currently the U.S. ambassador to NATO.

A White House official confirmed that Mr. Burns would be returning to Washington for a high level State Department slot, but would not be specific. The Undersecretary is a key player charged with managing the heart of the diplomatic portfolio — the management of global policy and the integration of political and security issues.
