Governor moots common law for adoption

THIRUVANANTHAPURAM, JAN. 8 . The Governor, R.L. Bhatia, has underlined the need for a common adoption law applicable for all religions to address social and legal problems related to the adoption of children.

Speaking after inaugurating a national seminar on ``Pre and Post Adoption Concerns: Indian Scenario'' organised by the Kerala Adoptive Families Organisation (KAFO) and the Kerala State Child Welfare Council today, he said the Juvenile Justice (care and protection of children) rules framed by the State Government had failed to clarify and correct a lot of misgivings and misinterpretations.

"The rules have ensured several welfare measures for adoptive children and their parents. But only a comprehensive law will enable adoptive parents to resolve personal, social, legal and emotional problems haunting them," he said.

Mr. Bhatia said the concept of child adoption had transcended the need to satisfy childless couples. "From a wider perception and sensible view point, it fulfils a much more desirable social purpose. Orphaned children can be groomed into good citizens if they are given parental care along with love and compassion. They should imbibe a sense of belonging, a genuine feeling of love and longing as a matter of right, and not as a shallow show of sympathy," he said.

Pat for KAFO

The Governor lauded KAFO for its efforts to promote the concept of child adoption and ensure the welfare of adopted children. The Mayor, J. Chandra, the Social Welfare Secretary, Lida Jacob, and the president of the Karnataka Child Welfare Council, Neena Nayak, addressed the inaugural function. The two-day seminar will discuss the legal aspects and procedures of adoption, prevention of illegal adoption, preparation of adoptive parents and learning and behavioural problems of adoptive children.

Adoption agencies, adoptive families, aspiring parents, legal experts, social workers, medical practitioners and police officials are among those participating in the event.
