KOZHIKODE, JAN. 8. Mon James Kulas, Vicar General of Thiruvananthapuram diocese, demanded that effective measures be initiated at empowering women and weaker sections such as Latin Catholics. He was spoking at the ongoing half-yearly convention of the Kerala Region Latin Catholic Council here today. The Vicar General also said such programmes were essential for effective functioning of local bodies. Mr. Placid, Director of the Non-Governmental Organisation (NGO), Sahayi, said that awareness programmes were needed to achieve the proclaimed aims of the 73rd and 74th amendments to the Constitution which introduced Panchayati Raj institutions. Economic development and social justice, the main goals of the Panchayati Raj system, would remain distant goals unless such awareness programmes were held. A discussion on the theme was led by Prof Abraham Arakkal. Panchayat presidents association general secretary, K. Sivaraman, Director of the NGO, Hilda, Lukose Jacob and the Director of Social Service of Kottappura diocese, Fr.Johnson Panketh were among those who participated in the discussion.
