Govt. to postpone plan
BIDAR
JAN. 9.
The State Government is likely to postpone its plan to establish medical colleges in five districts, including Bidar, by a year as it has not submitted a "Budget Provision Proposal'' to the Medical Council of India (MCI) by December 31. In its application, to the MCI, the Government said that it plans to start medical colleges in Bidar, Raichur, Belgaum, Hassan and Mandya from the academic year 2005. According to the MCI guidelines, submission of a "Budget Provision Proposal'' by the end of the calendar year is mandatory for colleges, which seek to start courses the following year. The MCI website asks the Centre or the State governments planning to open medical colleges "to give an undertaking that the college will be given funds in their plan budget regularly till the required facilities are provided according to a time-bound programme.'' The State Government has estimated that it needs Rs. 40 crores to start the colleges and Rs. 130 crores every year to run them. But an undertaking pledging to provide this money in the plan budget was not submitted to the MCI before December 31. Sources, however, say that the Government has agreed in principle to start the colleges and that the Cabinet Subcommittee may approve the proposal at its next meeting. "This can have two consequences - the MCI may ask us to apply again seeking permission to start the colleges in 2006, and accept a delayed undertaking by us, considering it as a special case," a senior officer says. The sources say the delay in submitting the undertaking is due to the demand by residents of Shimoga that a government medical college be opened in their town too. The Government has deferred a decision on the issue and an application may be sent to the MCI for approval later.
