MOSCOW, JAN. 11. Ukraine's Central Election Commission has declared the pro-Western Opposition leader, Viktor Yushchenko, the official winner of the disputed presidential election today. According to final results announced late on Monday, Mr. Yushchenko won the December 26 election with just under 51.99 per cent of the vote against 44.2 per cent for his rival, the former Prime Minister, Viktor Yanukovich. The vote has split Ukraine in two, with 17 agricultural western and central regions supporting Mr. Yushchenko, and 10 industrialised eastern and southern regions backing Mr. Yanukovich. Mr. Yanukovich has vowed to appeal against the vote result to Ukraine's Supreme Court and, if rebuffed, to the European Court of Human Rights. He said his team has compiled a massive, 800-volume dossier of election violations. The Supreme Court has rejected earlier complaints by Mr. Yanukovich. "We will never recognise the legitimacy of the so-called re-run vote," Mr. Yanukovich said. The re-vote was called after the Supreme Court overturned the results of a November run-off won by Mr. Yanukovich alleging massive vote rigging. Mr. Yushchenko may be sworn in as Ukraine's third President on January 14 and his aides said invitations would be extended to leaders of the G8 group of countries. However, Russia's President, Vladimir Putin, who supported Mr. Yanukovich is unlikely to attend.
