Haryana DGP shown the door

CHANDIGARH, JAN.11. The Haryana Government today implemented the diktat of the Election Commission and asked the Director General of Police, M.S. Malik, to hand over charge to the Additional DGP Headquarters, C.P. Bansal. Dr. Malik will, however, continue to hold the post of Director State Vigilance Bureau.

The Government has also transferred the Director of Public Relations, R.K. Khullar. His successor is yet to be named. The Election Commission had yesterday directed the State Government to immediately transfer Dr. Malik, Mr. Khullar and a Deputy Director in the Public Relations Department.

Addressing a press conference here this morning, the Chief Minister and Indian National Lok Dal chief, Om Prakash Chautala, said there was no other option but to implement the directives of the Election Commission. While refusing to comment on the Election Commission's directive, he said there was no question of any `ifs' and `buts' so far as implementation of the directives was concerned.

While releasing the second list of 25 INLD nominees, Mr. Chautala said that he would be filing his nomination papers from the Narwana constituency on January 14. Earlier, the INLD had released a list of 47 candidates. The remaining names of candidates and the party's election manifesto would be announced soon, he added. The names of at least eight sitting legislators have not been included so far and 14 new faces have been fielded.

Mr. Chautala clarified that the Speaker of the outgoing Vidhan Sabha, Satbir Singh Kadian, was not being fielded from the Naultha Vidhan Sabha constituency from where he had won as an INLD candidate in the 2000 polls. The Chief Minister asserted that Mr.Kadian had not been given the INLD ticket as he had resigned from the party after being elected Speaker. In this context, Mr. Chautala appealed to all the political parties to once again revive the old and laudable parliamentary tradition of unanimously re-electing the outgoing Speaker from his chosen constituency.

Even though Mr.Chautala made it clear that there was no electoral alliance with the Bahujan Samaj Party on the cards despite the fact that the two parties had a similar political ideology, a senior BSP leader, Narender Kashyap, told media persons at a separate press conference that Ms.Mayawati could take decision regarding "possible alliance'' although the BSP was prepared to contest all the 90 seats. Mr.Kashyap released a list of 24 BSP candidates.

Mr.Chautala reiterated that the INLD was prepared to make seat adjustments with like-minded parties other than the BJP and the Congress.

Meanwhile, the total number of candidates who filed nominations has gone up to 20 with 10 more filing their papers today. Among those who filed their nomination papers included one candidate of the INLD, two of the BJP, six independents and one candidate of the Socialist Unity Centre of India (SUCI).

Meanwhile, the Election Commission has notified that it had no objection to the Chief Minister or his Ministerial colleagues in presiding over Republic Day functions provided they confined themselves to extolling the achievements of the martyrs in securing freedom of the country and glory of the country.
