HYDERABAD, JAN. 12. Facing flak from its own Ministers for failing to implement the GO 610 in letter and spirit, the Government on Wednesday sought to clarify that 80 per cent of jobs were reserved for local candidates in respect of LDCs and lower ranks. The remaining 20 per cent would be filled up by competition among locals and non-locals. Likewise, up to the NGO category, 70:30 per cent would be the norm. For gazetted posts like MROs, assistant agricultural officers, motor vehicle inspectors and inspectors of police, it would be 60:40.
Selection manner
As per the GO (P) No.763, the recruitment was to be held first for local candidates and later for vacancies earmarked for the open category. The Government had, however, noticed that injustice was being meted out to local candidates in selections by implementing the GO. Hence the issue was examined and it was decided to first fill the open (non-local) posts as per the prescribed percentage and then vacancies reserved for locals. Accordingly, the GO Ms.No.8 and GO.Ms.No.124 had been issued and these still held good, an official press release issued by the Secretary, GAD (Services), Satish Chandra, clarified. The release said that by changing the manner of selection, there was no reduction of the percentage of recruitment, both for local and non-local candidates. Though the provisions of the later GOs was challenged by some with regard to the recruitment to Group-II services (notification No.10/99) issued by APPSC, the Administrative Tribunal and the High Court had held that the GO Ms.No.124 should be followed, it said.
