WASHINGTON, JAN. 18. Condoleezza Rice pledged today to work to mend ties with allies frayed by the war in Iraq. ``The time for diplomacy is now,'' she told Senators at her confirmation hearing to replace Colin Powell as the U.S. Secretary of State. Ms. Rice insisted that the administration's actions in the aftermath of Sept. 11, including wars in Afghanistan and Iraq, were ``difficult, and necessary and right.'' She faced tough questions from committee Democrats on her role in U.S. foreign policy as Mr. Bush's National Security Adviser. AP
