HYDERABAD, JAN. 19. The Chief Secretary, Mohan Kanda, and the Director-General of Police (DGP), Swaranjit Sen, have said that the political initiative to hold talks with Maoists will continue. At a videoconference held here on Wednesday with Collectors and Superintendents of Police of 13 extremist-affected districts, they said: "However, police should observe restraint without compromising on the maintenance of law and order and general peace." The Collectors were told that a time-bound plan of action with respect to developmental activities should be prepared. The officials said efforts should be made to create employment opportunities for rural youth and thrust given to distribution of land to the landless and creation of infrastructure in backward and remote areas. They were advised to ensure physical possession of land by beneficiaries in the land distribution programme.

They directed the officials to strictly enforce prohibition of transfer of lands and also the land transfer regulation in agency areas. Thrust for employment generation programmes, including self-employment scheme, were emphasised. Officials were also asked to create more facilities for training youth to enable them to effectively compete in recruitments to the armed and para-military forces and private sector also. The meeting was attended by senior police officers, the Chief Commissioner of Land Administration, the Special Chief Secretary (Revenue) and senior supervisory officers.
