KOTTAYAM, JAN. 20. The Education Minister, E.T. Mohammed Basheer, has called for setting up `ethics committees' on campuses to arrest the decline in cultural values. Chairing a meeting of the Inter-University Consultative Committee (IUCC) at Mahatma Gandhi University today, Mr. Basheer asked the Vice- Chancellors to take the initiative in this regard. The committee has recommended the constitution of a mechanism for strict quality assurance in the self-financing stream. The mechanism would be conceived at the Government level. It has also called for expediting action for revision and restructuring of the courses and curriculum at the under-graduate and post- graduate level. The Minister said the Government was firm on its decision to establish a Higher Education Council. This would go a long way in strengthening the liaison between the universities and the Government, he said. He asked the universities and affiliated colleges to take the initiative in making available more funds from institutions such as the University Grants Commission (UGC). The IUCC has recommended lifting of the ban on appointment of non-teaching staff in universities. It said college teachers should be given additional special casual leave of 15 days for paper valuation. It also recommended simplification of the procedures for inter-university transfer of students. The meeting also endorsed the suggestion for mutual recognition of courses offered by the IUCC members.
