PONDICHERRY, JAN. 20. The Pattali Makkal Katchi Parliamentary Party leader, M. Ramadass, has written to Sonia Gandhi, chairman of the United Progressive Alliance and Congress leader, saying that adoption of children orphaned by the December 26 tsunami by institutions was not the best solution. Mr. Ramadass pointed out that the children had suffered untold misery seeing their parents washed away by the killer waves. Rehabilitation of the orphaned children lay in the ability to provide substitute or surrogate parental care and love towards the hapless children. Mr. Ramadass said shifting children to orphanages from their familiar environment and community would only add to the grief and distress of the children. Further "our experiences in India have shown that orphanages with regimented structure and group care method do not stimulate and create an optimal environment for the natural growth of children." He also said that his talks with panchayat and community leaders in 25 villages of Pondicherry and Karaikal had confirmed that foster care by community appeared to be a better option.
