"Giving a stable Government to the people of India is Congress responsibility and, as an instrument of service in the hands of the Indian National Congress, it can be made to fulfil the hopes and aspirations of the people much better and more efficiently than in the hands of others," declared Mr. U.N. Dhebar, in his Presidential address to the 60th session of the Indian National Congress at Satyamurthinagar (Avadi) on January 21. The new Congress President referred to the "urgent issue of tackling unemployment" and said, "If we can mobilise all our resources and put our entire organisational strength as well as the strength of others interested in the development of small-scale and cottage industries, not only can we eliminate unemployment and under-employment within a period of ten years but we can also generate a new spirit of reconstruction in every nook and corner of India." In the course of his 8,000-word address, Mr. Dhebar said Congressmen must be clear in their minds that genuine equality was unthinkable unless equal opportunities were made available to every citizen of India. "We should make a final determined effort to shake off caste distinctions completely as they ultimately breed complexes which are inconsistent with our loyalty to the principles of a united nation."
