SINGAPORE, JAN. 21. India and China are poised to enter into a "strategic dialogue" and the first meeting is scheduled to take place in New Delhi on January 24. It is understood that the Chinese Vice-Foreign Minister, Wu Dawei, and the Indian Foreign Secretary, Shyam Saran, will preside over the talks on a wide array of "big-picture global issues" of strategic importance and interest to the two countries. The agenda is expected to range from such broad matters as globalisation, international terrorism, disarmament and non-proliferation to some key regional questions such as Iraq, North Korea and Iran. The reform of the United Nations is also likely to be discussed. It is not, however, clear whether China's stand on India's bid to become a permanent member of the U.N. Security Council will indeed be addressed. The two sides may shine the spotlight on their "approaches towards the major powers" on several concerns of the international community. However, a clear distinction should be drawn between the new "strategic dialogue" and the ongoing process of discussions at the level of Special Representatives on the boundary dispute, it is learnt.
