NEW DELHI, JAN. 22. The Opposition Bharatiya Janata Party in the Municipal Corporation of Delhi today alleged that the civic administration was indulging in "scandalous wrongdoings" in the name of privatisation of sanitary landfill sites in the Capital. In a statement issued here, the Leader of the Opposition in MCD Standing Committee and Delhi BJP secretary, Vijender Kumar Gupta, alleged that the Corporation was planning to appoint an arbitrarily picked consultant for its project, "Optimal Waste Treatment and Disposal for Delhi", under the public private partnership. Arguing that the consultant would be paid Rs. 15 crores as fee, Mr. Gupta said: "The Standing Committee has not been taken into confidence and the matter was never brought before us." Observing that tenders should have been floated for the appointment of consultant for such an ambitious project worth Rs. 600 crores, he alleged that the "proposal smacks of giving financial benefits to a predetermined firm". He warned that the BJP would expose this scandal, if the proposal were not withdrawn. Stating that the proposal was based on a study report, whose recommendations are yet to be approved by the competent authority for making it part of the Master Plan of Delhi, he asked what was the urgency to go ahead with the proposal. He charged that the study was based on some imagined data not confirming with ground realities. "It says that the daily average of solid waste received at various landfill sites is 4,897 metric tonnes only. On the other hand, the Commissioner in his annual budget speech has mentioned that Delhi was generating an average of 6,500 metric tonnes of solid waste, which goes up to 7,000 metric tonnes during the festive season," Mr. Gupta said.He alleged that the agreement prepared by the consultants was one sided and did not protect the interest of MCD. "Even Law the Department has not given approval to this proposal," he said. The agreement, he claimed, contains payment of interests on delayed payment to consultants, appointment of independent engineer by the consultants themselves, exemption of the consultants from some of the statutory provisions of the Delhi Municipal Corporation Act.
