"The conception of planning is not to think of the money you have and divide it up for various schemes. The plan should be conceived on the basis of the physical needs of the people, food, clothing, housing, education, health services and employment. Finance is no doubt important but not so important as man-power," said Mr. Jawaharlal Nehru, explaining the implications of the resolution on economic policy moved by Mr. Govind Ballabh Pant before the plenary session of the Congress at Satyamurthinagar (Avadi) on January 22. "The public sector," the resolution said, "must play a progressively greater part, more particularly in the establishment of basic industries. The private sector or the non-State and voluntary enterprises will, however, continue to have importance." Mr. Nehru said the economic policy must fit in with the decision of the Congress to have a socialistic pattern of society. He cautioned the delegates not to imagine that the adoption of the resolution with striking phrases would give a big lead to the country. The problems to be faced were unemployment, raising the standard of living, industrialisation and so on. These problems could not be solved by generalisation and slogans. It was time that they sat down and drew up a detailed plan to implement the decision to have a socialistic pattern of society.
