JAIPUR, JAN. 23. The Rajasthan Government has decided to enact a legislation against defacement of buildings and immovable properties in urban areas across the State as part of its drive to beautify towns. The Minister of State for Urban Development, Pratap Singh Singhvi, said here today that the Rajasthan Prevention of Defacement of Property Bill was currently being drafted to stop disfigurement and defacement of properties. The law is being brought in on the instructions of the Chief Minister, Vasundhara Raje. Mr. Singhvi said the existing civic laws were not sufficient to prevent pasting of pamphlets and posters and stop writings and other graffitis on the walls of buildings in the cities. The new statute will specifically deal with these practices by treating them as an offence. The proposed law, to be enforced in all municipal towns, will be applicable to all buildings, historical monuments, water pipelines, public roads, structures, walls including the compound walls, trees, fences and posts. The Minister said that in addition to pasting of pamphlets, spitting or urinating on the walls of urban buildings would also attract punishment under the law. Moreover, if the offence is committed on behalf of a company or an institution, its chairman, director, manager or secretary would be penalised unless they prove that the defacement was done without their knowledge or consent.
