NEW DELHI, JAN. 24. The Central Government has said that individuals and companies have been allowed to construct temporary and permanent shelters for the tsunami victims. At a meeting of the Parliamentary Consultative Committee, attached to his Ministry, the Union Home Minister, Shivraj Patil, said that State Governments would be asked to communicate with the individuals and companies and obtain their assistance. The multilateral financial institutions have been talking to the officials but a decision would be taken soon. The Minister was replying to a query of the members whether the Government was going to allow private sector, public sector undertakings, foreign countries and multilateral financial institutions to contribute towards rehabilitation and reconstruction. As far as assistance from foreign countries in reconstructionwas concerned, the MPs were told that at present India might not need such assistance. A warning system was likely to be developed and the available technologies would be used. The Members were told that the technology to predict earthquakes has not yet been developed. The committee was informed that teams have been sent to different places to select the sites where temporary dwelling units would be built.
