BHUBANESWAR, JAN. 24. A former Orissa Inspector-General of Police, today lodged a complaint with the police here urging them to register a corruption case against the Chief Minister, Naveen Patnaik, one of his Cabinet colleagues, and several Government officials in the matter pertaining to the selection of a private company for a chromite mining project. In his 15-page complaint handed over to the officer-in-charge of the Capital Police Station, the former Inspector-General, Surendra Nath Swain prayed that a case be registered against Mr. Patnaik and others under Section 15 of the Prevention of Corruption Act and Sections 120-B, 409, 511 and 34 of the Indian Penal Code. He also wanted the matter investigated by an officer of the appropriate rank. Basing his complaint on a recent Orissa High Court judgment, Mr. Swain submitted that the High Court had brought out in clear terms the mala fide intentions of the Industrial Development Corporation of Orissa Limited (IDCOL) in selecting Jindal Strips Limited as its partner to develop the chromite mines at Tangarpada in Dhenkanal district. Coming out of the police station, Mr. Swain told presspersons that he was not sure whether the police would have the courage to register a case, as the matter involved the Chief Minister.
`A publicity stunt'
Mr. Patnaik, who holds the Home portfolio, termed the complaint a "publicity stunt."
