Debate should be on Bihar kidnappings: Venkaiah

NEW DELHI, JAN. 25. If logic could at all be applied to an election scene then the Bharatiya Janata Party could be reasonably sure that the time had come for a change of Government in Bihar. But, after its defeat in the May Lok Sabha elections last year, party leaders are not at all sure whether there is any co-relation between good governance and elections, or between development and winning an election.

``There is no `bijli' (electricity), no `paani' (water), no roads, and poor education and health facilities ... there is nothing for the Rashtriya Janata Dal to talk about as far as performance of its Government is concerned,'' the former BJP president, Venkaiah Naidu, said today.

``And it is to divert people's attention away from its non-performance that the RJD president, Lalu Prasad, is talking about Godhra, morning, noon and night,'' Mr. Naidu added. ``The election debate should be on the repeated kidnappings in the State,'' he added. ``It is jungle-raj in Bihar.''
