MANGALORE, JAN. 25. The Communist Party of India (Marxist) will prevail upon the United Progressive Government at the Centre, led by the Congress, to implement the promises made in the Common Minimum Programme (CMP) in the budget session of Parliament, the party's Polit Bureau member Sitaram Yechury has said. Addressing a press conference here today, Mr. Yechury said his party is confident that the commitment made by the Congress towards the employment guarantee scheme and the credit inflow to the rural sector will not be sacrificed.
`BJP will be routed'
Referring to the statement of the Bharatiya Janata Party President, L.K. Advani, Mr. Yechury said predicted that the BJP would be routed in the Assembly elections in Bihar, Jharkhand and Haryana. He said that after the elections to the three States, there will be a "political drought" for a long time and that time was apt for the secular forces to consolidate.
Professional colleges
Mr. Yechury said his party is in favour of a national regulatory body created by the Act of Parliament to control the mushrooming of the private professional colleges. His party will moot a draft of the legislation in the next session of Parliament.
Professional courses
He said professional courses should be brought into the social stream and made accessible to all classes of students. The fees, programmes and academic environment should be made amenable to all, he said. On merger of banks, Mr. Yechury said that bank merger or takeover through inflow of foreign direct investment should be from the banking sector and not from the general sector investments. The rural orientation that is present now in the banking sector should be retained at all costs, and retrenchment of employees should not be done following mergers, he said. The Reserve Bank of India should prevent private and public sector commercial banks from closing rural branches in case of mergers or takeovers. Mr. Yechury said that the government has been tight-lipped about the oil sector reforms. It should direct its efforts towards making India self-sufficient in oil production. He said presently the country was in the "dependent status" as the oil imports was steadily increasing and the efforts towards achieving self-sufficiency is waning.
