BANGALORE, JAN. 25. The Bangalore Development Authority (BDA) has reportedly started preparations to return the deposits of applicants who are unlikely to get a site in the Arkavathi Layout. Officials are going through the 2.5 lakh applications, sorting out the list of first-timers, who are unlikely to get sites, and second timers without disability or not from the Scheduled Castes or Scheduled Tribes, whose chances are limited.

"As the BDA has a tentative list of 20,000 people who are likely to be allotted sites, we are thinking of returning the other applicants' deposits. We don't want to hold on to their money for very long," the BDA Commissioner, M.N. Vidyashankar, said. The proposal has been sent to the Government for approval. Deposits made by the applicants are held up at the BDA. The formation of the proposed layout was announced in February 2004. Several applicants, who had taken bank loans and mortgaged jewellery, are agitated over the delay in the allotment of sites. "I hope they return the money soon," A. Ramanan, an applicant from Jakkur hobli, said. The BDA has developed 12,000 sites on 1,200 acres of the layout on government, quasi-government and private land that is not under litigation. Infrastructure for the layout is being developed. A BDA official said culverts, road works and signages were nearing completion.
