Minister demands action against Collector, official

PONDICHERRY, JAN. 27. The Education and Revenue Minister of Pondicherry, K. Lakshminarayanan, today asked the Lt. Governor, M.M. Lakhera, and the Chief Minister, N. Rangasamy, to take "appropriate action" against the District Collector and Revenue Secretary for making "arbitrary and haphazard" announcements without informing him

At a press conference here today, Mr. Lakshminarayanan said that the announcement of the Collector made today through a section of the press on the upward revision of the rate of admission into cinema theatres without his knowledge was highly objectionable. Mr. Lakshminarayanan urged Mr. Lakhera and Mr. Rangasamy to initiate appropriate action against the Collector.

Petition received

He said he had forwarded a petition from the theatre owners seeking permission to hike ticket rates to the Collector, who is the licensing authority for appropriate examination. If any decision had been taken permitting the hike, the Collector should have apprised him (the Minister) of it instead of making announcements "arbitrarily."

He expressed his objections to the "style of functioning of the Collector and also a few other officials" in the Revenue Department. He said making announcements on public issues without the knowledge of the Minister concerned was an insult to democracy and the democratically-elected government. Meanwhile, an official source said the District Collector was the licensing authority in his capacity as District Magistrate and had statutory powers to re-fix the maximum rate of admission in cinemas under the Pondicherry Cinemas (Regulation) Rules 1966. There could, therefore, be no room for criticism that set norms were violated and that the decision was taken arbitrarily.

The order issued by the District Magistrate (the Collector) on January 25, re-fixing the maximum rate of admission for various classes of cinemas, would come into force tomorrow. The order mentioned the names of the theatres in Pondicherry and Karaikal where the new rate would come into force.
