NEW DELHI, JAN. 30. The Group of Ministers constituted for overseeing organisation of the Commonwealth Games India is to host in 2010 has set up an Apex Committee to be headed by the Minister of Sports, Sunil Dutt, with "overriding powers and responsibility for overseeing and coordinating the Commonwealth Games." The GoM, constituted about two weeks ago, has decided to set up several committees with specific responsibilities after a meeting late last night. The Union Human Resource Development Minister, Arjun Singh, who announced the decisions at a press conference here this morning, said that "there was no question, no possibility of the Games being snatched away from India" on account of delays in putting up the required infrastructure. He said this in response to a question. The GoM decided that all other committees related to the conduct of the Games would periodically submit the minutes of their meetings to the Apex Committee for information. The Chairman of the Apex Committee can call for such information and give guidance when required. The Indian Olympic Association president, Suresh Kalmadi, will head a 15-member organising committee for the Games. Mr. Kalmadi will appoint the members in consultation with the GoM. The Union Finance Minister, P. Chidambaram, will supervise and deal with all financial matters related to the Games. The Lieutenant-Governor of Delhi, B.L. Joshi, has been given the overall responsibility with specific reference to security, law and order and matters coming under the Delhi Development Authority. A sub-committee to be headed by the Delhi Chief Minister, Sheila Dikshit, will look after all matters under the jurisdiction of the Delhi Government, and a committee of secretaries, headed by the Cabinet Secretary will be responsible for implementing the GoM's decisions in relation to the Games. Mr. Singh said he did not think India needed foreign help in setting up the infrastructure required for the Games. He hoped that the Commonwealth Games to be organised here in 2010 would "not only be a success but set an example that will set the pace for encouraging a sports culture in the country." He said that the various committees had been set up "not to satisfy personal egos" but to ensure that all those engaged in organising the Games were given their due.
