New court buildings inaugurated in Villupuram

VILLUPURAM, JAN. 30. The Chief Justice of the Madras High Court, Markandey Katju, today inaugurated the combined court buildings adjacent to the Collectorate. The imposing structure, designed in the Indo-Saracenic style, has many arches, multi-level domes and parapets in brick and stone.

The expenditure (Rs 9.62 crores) on the building was met from the assistance of the 11th Finance Commission, with matching grant from the State Government. The building houses nine court halls, a meeting hall, a computer room, and a video-conferencing room.

It has also subsidiary structures such as Bar Association, halls for advocates, a library hall, a bank extension counter, a canteen, garages, VIP guesthouse, court keepers' quarters, and a parking lot. The works commenced on September 1, 2003 were completed in September 2004.

However, the lawyers demanded that they be provided with chambers. The Chief Justice noted that a provision had been made for the chambers on the top floor, but opined that for the benefit of the elderly advocates and those who were having medical problems, the chambers could be located on the ground floor.

On the occasion two Legal Aid Centres— one built at Villupuram at a cost of Rs 10 lakhs with contribution from Ginjee Ramachandran, MP, and another at Kallakurichi constructed at a cost of Rs 5 lakhs from the contribution of P. Mohan, MP, were also inaugurated.

Mr Justice Katju thanked the Centre and the State for their contributions to the court buildings. The Law Minister, D. Jayakumar, said the State Government had been providing necessary infrastructure to the judiciary, so it would help in the speedy disposal of cases.

The Principal District Judge, V. Ramamoorthy, the Principal Sub-Judge, C. Roubavadhi, the member-secretary of the Tamil Nadu Legal Services Authority, M. Jeyapaul, the Collector, Ka. Balachandran and the Superintendent of Police, K. Periaiah, spoke.
