CHENNAI, JAN. 30. The Dravida Munnetra Kazhagam (DMK) president, M. Karunanidhi, today alleged that the State Government put spokes in welfare schemes being implemented by the Centre. It was adopting a confrontationist attitude towards the Centre, which "was not good for the welfare of the State," said Mr. Karunanidhi, laying the foundation stone for road works for the Chennai bypass, costing Rs. 480 crores, at the Maduravoyal junction.
Desalination plant
Mr. Karunanidhi charged that the State Government was not allowing the Rs. 1,000-crore desalination plant project, meant for the city, to take off. The scheme would not only solve the drinking water problem in the city but also provide potable water in coastal areas. Similarly, the Government put the Sethusamudram project in cold storage. The scheme was initiated long back at a cost of Rs. 9 crores and was given a new lease of life. When the scheme was about to take shape, the Government instigated demonstrations in coastal districts on the pretext that it would affect the coral reefs and fish population. Would the scheme be worse than the tsunami, which affected the lives of several thousands of fishermen, he asked. Mr. Karunanidhi said the Chief Minister was trying to stall Central schemes just because the Union Transport Minister, T.R. Baalu, opposed the plan for a new Secretariat complex. The DMK leader said that his party's policy was that the State should cooperate with the Centre without giving up its due rights. The party was against opposing the Centre merely for the sake of opposition. Earlier, Mr. Baalu, said the new works, for which the foundation stone was laid today, included construction of bridges on the Adayar, the Cooum and the Porur tank, widening of the Chennai bypass to four lane, construction of service roads, underpasses and drains, grade separators at the Maduravoyal junction and trumpet interchange at the Madhavaram junction.
Two-phase project
The Union Secretary of the Department of Road Transport and Highways, Dhanendra Kumar, said the project consisted of two phases, which would be implemented simultaneously. The Union Minister of Communications, Dayanidhi Maran, the Union Minister of State for Road Transport, K. H. Muniappa, local MPs and MLAs participated.
