Centre suggests unified command for North-East States

GUWAHATI, FEB. 1. The Centre today suggested the etting up of unified commands in all North-Eastern States for better coordination between the security forces and the governments to deal with insurgency.

The suggestion was made by the Union Home Minister, Shivraj Patil, at a meeting of the Chief Ministers of the North-Eastern States here today. The conclave was called to discuss internal security, law and order and all-round development activities in the region.

``While Assam and Manipur already have a unified command structure and a similar mechanism has shown positive results in Jammu and Kashmir, we have suggested the other six States also to create a similar set-up which could be headed by the Chief Minister,'' Mr. Patil said. Since the Centre could not form such a command for the States because of Constitutional obligations and various agreements, the responsibility now lay with the States.

Pointing out that the insurgency had declined between 20 and 25 per cent in the insurgency-affected areas, Mr. Patil said that it was not at the zero level but it was heading in the positive direction.

Crediting the peoples desire for peace, the contributions of the elected Governments and the sacrifices of the security personnel, Mr. Patil said the issue had to be tackled with a multi-pronged strategy.
