THIRUVANANTHAPURAM, FEB. 1. The All Kerala Government Contractors' Association has expressed concern over the inordinate delay in clearing the bills presented by the contractors on the works executed by them. The outstanding payments due to the contractors have crossed Rs.1,200 crores over the past two years and what has been paid up is only a meagre Rs.32 crores in the past six months, said C.H. Abubaker Haji, working president of the Association. If the Government were to continue to be indifferent to the issue of clearing of arrears of outstanding bills, the works under the roads, buildings and irrigation wings would be brought to a standstill and the entire development activities would be adversely affected, he said. The schedule of the Public Works Department (PWD) was to be revised every two years, as per the existing norms. However, since 1999, there has not been any timely revision. Even when a revision was brought about in the schedule last month, the ground reality of the prices of construction materials had not been considered. The tremendous increase in the prices of cement, steel, sand and petroleum products over the past few years has not been taken into account in the schedule revision, Mr. Abubaker said. The Association wanted the Government to ensure uninterrupted supply of bitumen required for the road works in the State. An agreement has to be reached between the Government and the petroleum companies in this regard, he suggested.
