Govt. urged to end confusion on self-assessment scheme

DAVANGERE, FEB. 2. The Davangere City Municipal Council (CMC) has appealed to the Chief Minister, N. Dharam Singh, to take a final decision on the self-assessment scheme (SAS), as the Chief Minister's remarks in the Legislative Assembly recently had created confusion among the citizens.

Mr. Dharam Singh had said that he would discuss the implementation of the SAS in different cities.

`End confusion'

Speaking to presspersons here on Wednesday, the president of the CMC, D. Basavaraj, said that though the SAS had been implemented in 2004, people had to pay the previous years' tax through the SAS. "It is better if the Government takes a decision to end the confusion," he said.

The CMC aimed to collect Rs. 12 crores as property tax and hoped to achieve at least 80 per cent of the target by the end of March.

Survey

The council has formed 16 teams to conduct a survey in the city.

The team will study each extension, independent houses and flats in the city.

The data collected will be stored so that the documents can be examined when the owner submits the khatha or self-assessment declaration.

This system will help find owners who have given false information or undervalued their property.

The president also said that persons, who have given false information or undervalued their property, will be penalised.

A Citizens' Service Centre will be opened on the CMC premises soon.

The centre will have computers with which khatha extract and other documents could be given on demand, Mr. Basavaraj said.

The Government has sanctioned Rs. 10 lakhs for the same, he added.

Compensation

He also said that 55 acres that was purchased around 40 years ago by the municipality near the TV station has not been transferred to the municipality yet.

A part of the land was acquired by the National Highways Authority of India for the Bangalore-Pune National Highway, for which compensation is yet to be given to the municipality.

The CMC has taken up a survey and after the survey it will seek compensation from the authority.

The municipality may get more than Rs. 50 lakhs as compensation, he added.
