JAIPUR, FEB. 2 .The Budget session of the Rajasthan Assembly is starting here tomorrow amid a general feeling that the sittings of the House had been far less than the stipulated number of days in a calendar year. The House is being convened after a long gap, just in time to fulfil the provision that there should a session at least once in six months. In the previous year the Assembly had only two sessions and 29 days' sittings. The rules of the Assembly however warrant that the House should have at least three sessions in a calendar year and a minimum of 60 days sittings. The compulsion of this statutory requirement would reflect in the functioning of the Assembly as well this time. After the first day which will have the address of the Rajasthan Governor, Pratibha Patil and the condolences the House would adjourn for a week to allow the panchayat elections to be over. The House would be taking up the debate on the motion of thanks to the Governor's address only when it meets on February 14. It is said that the Governor's address to the Assembly, first after Ms.Patil assuming charge in Rajasthan too had to be trimmed without any announcements taking into consideration the model code of conduct for the panchayat elections, presently in force in the State. As such the ruling Bharatiya Janata Party, led by the Chief Minister, Vasundhara Raje would be in a rather jubilant mood with the result of the by-election to the Luni Assembly seat going in its favour. The Congress, whose number has been reduced to 55 in the 200 strong House, is surely a demoralised group even when the results of the panchayat elections are yet to come. The Opposition however will try to corner the State Government, which has completed a year in office, on the issues like the deaths of farmers in police firing in Sriganganagar, the increase in electricity rates, the recent hooch tragedy in Sanganer near here and the inadequate relief work. The issue of Rajasthan not getting an oil refinery could be one stick for the ruling party to beat the Congress.
