NEW DELH, FEB. 2. A two-day workshop organised by the Political Science Department of Miranda House at Delhi University on "State and Citizens' Bhagidari in Development: Quest for participatory rights" was inaugurated by Delhi Chief Minister Sheila Dikshit today. The inaugural session was chaired by Dr. Kiran Datar, Delhi University's Dean of Colleges, in the presence of Dr. R. Usha, Acting Principal, and Dr Jayashree Pillai, co-ordinator of the workshop. In her keynote address, Ms. Dikshit explained the concept of Bhagidari as an interface between the Government and the citizens. She emphasised the need for constant interaction between the two. "Citizens must go beyond casting votes and be more demanding in making the elected representatives and bureaucracy more responsive," she said, adding that sustainable democracy is possible only through citizens' participation at all levels. This was followed by a panel discussion, which turned into a serious debate on participation. The discussion was moderated by Coomi Kapoor, Resident Editor of Indian Express. The panellists included Anurag Kumar, DCP (North-East), Dr. Dev Swaroop, Deputy Secretary, UGC; Dr. Gopinath Pillai, Reader, DU; and Sandhya Jain, columnist. The workshop attracted students from various colleges who took part in activities like quiz, creative writing, debate and a photography contest.
