THIRUVANANTHAPURAM, FEB. 3. The Finance Minister, Vakkom B. Purushothaman, will present the State Budget for the coming year in the Assembly on Friday. His speech will begin in the House at 9 a.m. and will be broadcast live by television channels. This is the first budget of the Oommen Chandy Government. The Finance Minister has a difficult year ahead with buoyancy in revenues not keeping up with the increasing expenditure during the current year. Mr. Purushothaman will have to look for ways to achieve better resource mobilisation. However, he may not be able to avoid the temptation to be populist as this is an election year with the panchayat election only months away.
