China said on February 3 that it would not send a representative to take part in a discussion by the U.N. Security Council on a New Zealand resolution on the Formosa issue, the New China News Agency reported. She said she would send a representative only to discuss the Soviet resolution which brands the United States as an aggressor against China and only when "the representative of the Chiang Kai-shek clique has been driven out of the Security Council." The reply said the New Zealand resolution was an intervention in China's internal affairs and covered up U.S. acts of aggression. With the Chinese rejection of the U.N. Security Council's invitation to come and discuss a ceasefire in the Formosan Straits, everyone at the U.N. is now looking to Prime Minister Nehru to take the initiative in bringing the Chinese Communists to a conference with the Western powers. The Chinese rejection is seen only as a refusal to discuss anything under the aegis of the U.N., constituted as it is with Chiang's nominee occupying China's seat and not as slamming the door on negotiations. It is believed Mr. Nehru is working to bring about a Geneva kind conference between China, the United States, Britain, Russia, France and India, either in New Delhi or in Geneva to discuss all Far Eastern problems.
