PATNA, FEB. 4. A dozen persons facing criminal charges have joined the electoral fray in Bihar. And, where they are not contesting themselves, they have fielded their wives, mostly on the symbols of parties such as the Rashtriya Janata Dal, the Lok Janshakti Party and the Janata Dal (United).

The Election Commission had issued a directive that all non-bailable arrest warrants be executed before the commencement of the election process. There are more than 20,000 non-bailable arrest warrants pending execution in the State. The Patna High Court had directed that the police arrest all candidates evading the law.

Salutary effect

This has had a salutary effect. The RJD Minister, Ram Prakash Mahto, resigned and surrendered before the police before filing his nomination papers. A non-bailable arrest warrant is pending against him. The LJP MLA, Rama Singh, charged in cases of murder, filed his papers from the Mahanar constituency on Thursday. The JD (U) nominee and MLA, Sunil Pandey, against whom criminal cases are pending, surrendered to the police before entering the fray.

Another LJP candidate, Rajan Tiwari, now lodged in the Patna Central Jail, is contesting from the Govindganj constituency. He contested the 2004 Lok Sabha elections from behind bars but without success.

The former RJD Minister, Surendra Prasad Yadav, facing criminal charges, has filed his papers from Belaganj constituency. Another RJD nominee, Prahalad Yadav, not yet traced , has been given the party ticket. The LJP has given the ticket to Suman Kumar Singh alias Ranjit Don. Now lodged in Patna Central Jail, he is charged with leaking the medical entrance examination papers.

On Thursday, Mukesh Kumar Yadav alias Ponga, was brought in handcuffs by the police to the Patna Collectorate. He had obtained permission from the courts to file his nomination papers, which he did as an independent.
