12 village panchayats get Centre's commendation

CHENNAI, FEB. 5. Twelve village panchayats in the State have been commended by the Centre for being in the forefront of total sanitation.

The Centre selected 39 village panchayats. Tamil Nadu walked away with the largest accolades and awards, according to the Rural Development department.

Melpuram in Kanyakumari district is the only block panchayat selected under the block panchayat category for this award at the all-India level. Ten village panchayats will get a cash award of Rs. 2 lakhs each and two village panchayats Rs. 4 lakhs each, based on their population. The Melpuram block will get Rs. 20 lakhs. The awards will be distributed by the Prime Minister on February 24 in New Delhi.

Incentive scheme

The Centre introduced the scheme to ensure better health in rural areas. It approved an incentive scheme for fully sanitised and open defecation-free village panchayats, blocks and districts, called Nirmal Gram Puraskar for 2003-04. Village panchayats, blocks and districts which have achieved 100% sanitation coverage in terms of total sanitation coverage of individual households; complete school sanitation coverage and were free from open defecation and the local bodies that have better environment maintenance practices are eligible for the award.

The State Governments are entrusted with identifying the gram panchayats, blocks and districts, which have fully covered and conformed to the eligibility criteria. These local bodies are recommended for the award. A Central Government team that inspected the villages recommended by the State Governments during October-November 2004.

State Government officials here said that a new thrust was given to the programme to achieve better sanitation in villages because of the introduction of the Clean Village Campaign Award for the first time in the country.
