NALGONDA, FEB. 7. The Communist Party of India (CPI) has asked the State Government to create a conducive atmosphere to revive peace talks with naxalites by halting `encounters' and combing operations. In a resolution adopted on the second day of the State conference here on Monday, the CPI took serious note of the police encircling Maoist top brass in Nallamala forest last week. "The issue has come to square one," it said. "The Government has said there will be no search operations and armed naxalites can confine themselves to the forests. However, it did not keep its word,'' the resolution said. It dubbed the encircling of top naxalite leaders by the police in the forest area a "provoking act."
`No grip over police'
"It seems the Government is treating the naxalite issue as a law and order problem like the previous Government. Statements of the Chief Minister and Home Minister and attitude of the DGP is contradictory to one another. It is clear that the Government has lost grip over the police machinery,'' it maintained. Demanding that the Government ask the monitoring committee to enquiry into encounters and killings, the resolution said the Government should come out with specific proposals for next round of talks. The party made it clear that the arms issue should not be a hurdle for the talks. At the same time it advised naxalites to maintain restraint. "Naxalite parties must immediately stop issuing threats and killing of people in the name of informers, people's representatives and political leaders,'' it said, stating that the CPI was ideologically against the armed struggle path chosen by naxalites.
The land issue dominated the day's proceedings, according to the resolutions committee chairman, T. Laxminarayana. The committee convener, T.V. Chowdary, and Chada Venkat Reddy, MLA, were present.
