NARGUND (GADAG DISTRICT), FEB. 8. The demand of farmers for the diversion of waters of the Kalasa Bandori Nalla drawn from the two tributaries of the west-flowing Mahadayi river to the Malaprabha Reservoir in the command area of the project in Dharwad, Belgaum, Gadag and Bagalkot district has taken a new turn. Participants in a rally, organised under the auspices of the action committee formed here on Monday, submitted a memorandum signed in blood with a declaration: "We are prepared to shed blood rather than let go the water." The memorandum was submitted to the tahsildar. In the memorandum, the protesters said the question of diversion of the water to the Malaprabha Reservoir was one of life and death for farmers of the command area and that all the elected members from the command areas stood committed to achieving the goal. Farmers from different parts of the command area attended a three-hour meeting in the hot sun before going in a procession to the tahsildar's office to submit the memorandum. Life came to a halt in Nargund with shops and business establishments remaining closed and the vehicular traffic disrupted between Hubli and Bijapur. Jagadish Shettar, Bharatiya Janata Party State unit president; Pralhad Joshi and Suresh Angadi, party MPs from Dharwad North and Belgaum; Basavaraj Bommai, Janata Dal (United) MLC, who is the president of the Federation of Farmers of the Malaprabha Command area; M.P. Nadagounda and legislators of the area, C.C. Patel (Nargund), Vishwanath Mamani (Saundatti), R.B. Shiryannavar (Navalgund), M.K. Pattanashetti (Badami), Jagadish Metgund (Bailhongal), Kalakappa Bandi (Ron), and Mahadevappa Yadwad (Ramdurg). The action of the Union Water Resources Ministry in keeping in abeyance the "in-principle clearance" given to Karnataka has come in the way of the project. The move followed the objection raised by Goa. Karnataka's efforts to convince the Union Ministry of Water Resources to rescind its stay or get the matter referred to the tribunal for the determination of the share of the water have not been fruitful.
